SC did a good job of masking if a base is inactive or not. The easiest way to tell is by the set up. Obviously if it is set up for farming, it is either run by an inactive player or made to be a decoy trap. Knowing if bases have inactive players is critical for Clan Wars, especially in the final 10 mins when you are deciding if you need to squeeze out some more stars or if you are free to zerg a hi-profit target.
