The dragon (and wizard) AOE is 1/4 that of a balloons area of effect and 3/8 of the wallbreaker blast radius. So the area is rather small. Smaller than the valkyrie's effect by two thirds in fact.

considering how you can have 220 troops on one tile that splash damage makes a big difference
