If you need to recruit then don't declare. If you need a break don't declare. If you are leader and your co-leader can't control themselves demote them. If you are In a clan were leaders declare when people are not ready leave.
Its pretty simple really there is no need for a cool down. If your clan sits out a few wars you don't even lose anything.
The complaints in this thread have nothing to do with ability to raid hard bases. It's the time it takes out of the regular farming game that is the real issue. Having to lock in a high trophy base when you're farming at low trophies sucks. It means you need to stay on shield or risk losing a lot of resources before the base is "locked" into the war when the prep day ends. Just the time it takes to wait for spells and tier 3 troops also for so little reward. The bonus you win is less than what I spend on troops and spells for the war. It's just not worth it, at least in my situation...
I don't see why people complain so much, when we start a war, I use both of my attacks quickly, withen 5 hours of the war starting, (training time). I also have a th8 (maxed) Hybrid set up to easily put my th outside or inside, plus this season ive won 36 (and counting) defenses when my th is inside and when I get raided miminal loot is lost. usually 0 - 30k gold and 50 - 70k elixir is lost, and thats nothing for me. when i use my CW troop strat, it cost me roughly 220k elixir including spells, so in total 440k elixir is lost which isn't all that bad considering my loot bonus of a war win is around 500k - 700k gold and elixir. my farming strat is like 20k elixir. After i use both my attacks i just start to farm and my farming strat takes 20 minutes to train so I can train and get up and do something then sit down and find a raid and repeat the process like 6 -10 times a day depending on my time schedule. also you can choose not to do a CW all you have to do is not press the CW button to start a war, simple. my clan does a CW every 2 - 4 days to allow time to get some upgrades in, which is working perfectly for all of us in my clan.
I think what people are going to have to get used to is that level of Clan War participation is going to be one more thing to consider when you pick a clan. Honestly, there are already a ton of things to consider (activity level, donations, pushing/farming, language in clan chat, how nice people are, etc.) that adding one more thing into the mix, while a bit annoying, isn't the end of the world.
That said, I recognize that some people have been with their respective clans for a very long time and really don't want to switch. Still, it is a viable option if participation/non-participation matters that much to you. In the end, nobody has a perfect clan (except maybe a couple very lucky leaders): the question is whether Clan Wars has pushed your clan far enough away from what you consider "perfect" to go find a new one.
Although I understand what you are saying. There is way too much negativity on these forums.

SC added the best clan wars I have ever seen in a mobile game (not just a gem auctions as most are, and doesn't have overpowerd prizes that make the rest of the game irrelevant and you are not forced to take part and not penalised if you don't)
People still ♥♥♥♥♥ and moan.
If you don't like them don't take part you are not penalized for skipping them.
