All of my troops are maxed for town hall 8 except for dark troops. Hogs and Minions are level 3 and Golems and Valks are level 1. Pekkas are currently going to 3. 2 Archer towers going to 10 and 1 tesla going to 5. What are your opinions?

Your lab is a bottleneck at both TH8 and TH9, so don't just move the bottleneck to the next TH level, or it gets even worse.
At a bare minimum, max your hogs and minions, doing defenses and walls while you do that. Hogs and minions are the backbone of the three best troop combinations for TH9 (and TH10), so do not neglect them, i.e. BAM, Mass Hogs, and Ballinions are your best troops for farming and/or cups.

you can go to TH9 if 6 million elixir is easy for you to get in 1-2 days...
this is because you will need 5-7mil on each lv.6 troops upgrade and 2-3 million each for upgrading your offence stuff (lab, sf, camps, cc).
if you just can find < 2 million elixir / day, you should wait until you get there
