I was about to leave a clan and start another for this very reason. I am sick of constant warring especially with clans I have no chance against. I know there are people ranked lower than myself in our clan that don't always get to war when they want and letting me sit out so they can join would be great.
After a little more thought I believe the toggle should be available to leaders only i.e. a player states he won't be able to participate and the leader makes the decision to exempt them if that will increase the number of other clan members that can participate.

First of all guys, SC is probably already working on this. After all, no one disagrees. ;) Second, I would rather have it so the player, not the leader, decides whether or not the player participates in clan wars. After all, instead of the leader having to ask everybody whether they will be online for the clan wars, the leader can just kick those who said they were ready for clan wars, but weren't.
