I have a couple of suggestions:
1. Layouts are viewed and changed in the village editor. When the layout loads into the editor, if the player does not own the item, it simply doesn't appear. If the item would load onto the spot occupied by an obstacle, it would go down into the queue to be placed by the player. Likewise, if the player owns an item that is not in the layout (either because the player didn't own the item when they made the layout or because it's a shared layout by a player who didn't own that item), it will go down into the queue. As always, the edited village cannot become your live village until all items are placed.
2. In the village editor, during the preparation day of the war, a new button can appear below the Use Village button labeled Use War Village. Once a player does this, their war base is set unless they press the Use War Village button again during the same preparation day. If a player does not save a war base in the editor by the end of the preparation day, their live village becomes their war village.
