New Player: App freeze when Loading Bar is full

Can anyone confirm if all new player cannot start playing CoC at the moment or is it because of my device?
I'm playing on Galaxy Tab 3, 7".

History:
I have been playing normally before the Clan War update. Since then, I cannot start the app as it is always stuck at the full bar loading. I tried uninstall and reinstall the app, the same problem occur.

Note that occasionally, the app pass the loading screen to the tutorial, but it will stop when the wizards come out. In other word, it does nothing when I click 'attack'.

The same problem when I tried CoC on Blue_Stack simulator.
