Question about clan wars

So, everytime I click 'scout' to look at the base to attack, it doesnt work along with everything else in CoC, cant collect resourses view replays ect. Since this problem i was wondering if i can just hit attack and if i decide not to attack it before the 30 seconds(if there is 30 seconds) i can just exit the battle and leave without one of my attacks being used. if you know the answer guaranteed then help me out I WANT TO RAID!

Yes u can. Another safe way is click the clan war button, then click the blue star on the top, then click enemy clan and instead of 'scouting' them u cud visit them and not worry about placing down a troop!
