I feel stupid not figuring it out, but how do I report a player if not in global?

I feel stupid not figuring it out, but how do I report a player if they're not in my global?

Offensive clan name and player name and... they left our clan mid-war with th outside :cool:

I don't think you can. Imagine what the game would be like if people could report other outside of global. People would report others just for being attacking by them. Yeah, I know that some people are offensive in clan chat, but still, I'm thankful that you can't report players outside of global.

I know I've seen people report inappropriate bases and etc directly to sc... just trying to find where that form/email address is.
