Yes, with luck. It is generated at random like trees and bushes, but there can only be ONE gem box at the same time, so there is no point in keeping it.

It was posted in the official update thread on reddit, it spawns every x hours, just like other obstacle,s but instead of 8 hours, this one is every week

I never get gem boxes every one in my clan has it but not me is this for a reason or just a mistake ?

You could get it anytime plus the just re-added it so you could get it in 2 days or 1 hour.
