Clans that have lvls required: Where's the logic and why?

-People can easily upgrade all their collectors to receive a lot of EXP for a low price
-Donations are easily done
-What does a lvl prove in terms of experience of the game?
-Why not a troop lvl required?
-Why not an achievement required (gg, hh, friend in need)

The logic is the higher the level the longer you played the better you will be and the more you will donate or at least donate better troops and the less ♥♥ you will have to deal with in short

It's kinda how the game has worked but my guess would be that it indicates how active you are and how much experience you have in the game.
On another note you would be better off posting this in "General" as it gets the most feedback.

Most clans level 100+ do it to get better people. Many have trophy, achievement, wall, troop level requirements too.
Plus, collector levels hardly make a difference when you get to 100 ish. Most do it to separate level 80s from 100s or something to that effect.

I can see clans lvl 80-100+ clans doing this, but what about clans that have a set req. less than lvl 75?
