At this point it probably doesn't matter which of the defense you do first.
Whether or not you use gems is a personal financial decision, gemming either of those defenses isn't going to make a huge difference in your defenses considering your TH10 without an xbow (I assume your base has other weak spots too) so it really comes down to how much the money means to you.
