ok to clear this up for anyone still wondering.. ill elaborate on all the "questions" i can foresee
When the war search starts your calculated power is "locked in" this means that from that moment onward you will be considered a base of the strength you started your search at.. any defence or military upgrades beyond this point will not effect your matchup for this war or your position on the war map.
During the first 24 hours of prep time you can upgrade your base and rearrange it freely, any upgrade you complete during this time is applied to your war base. also as another user said any building started building for the first time will act as a level 1 tower if not completed. (this is really only important for strong buildings like inferno towers and xbows maybe teslas), after adding new buildings however you will need to update your war base in order to apply it (otherwise your defence will not include these buildings)
any new building started or upgrade after the prep time will not be included. at the 24 hour mark the base is locked in and cannot be changed, improved, modified in any way. you are now at war after all
example:
I started a war search as a maxed out TH 7 with my TH only 20 minutes away from completion. I will be ranked as a TH 7 with (lets pick a number) say 100 Strength points. your leaders dont cancel the war search and it is taking a long time for it to complete so your TH is finished and you have now started all your extra new buildings. war is found and you are position 25 in your clan which relates to 100 strength points, your actual score now with the new buildings coming would be closer to 110 (remember these numbers are arbitrary just saying its higher). now lets say you got really antsy and you decided you want to be level 9 actually this war so you gem your town hall to 9, slap down a few level one xbows which wont be done for several days becasue you cant afford to gem them too. you also gem new troops like loons lvl 6 to increase your strength substantially. your strength points have shot up to around 130 but you are still only in position 25 (paired against other maxed out TH 7s). now you upgrade your archer towers since they are fast to level 3 and then call it a day! you update your war base to a new layout and wait for prep day to end
War prep is over.. you look at your war base it will have two level 1 xbows ready to shoot along with level 3 archer towers and all the new buildings you put in during your quick sprint up to th 9. you also have loons lvl 6 so enjoy 3 starring people up to 10-15 positions above you in war easily since you are rank 25 and have only th 7 and 8 all around you.. your mirror wont be able to touch you so one of the th 8s with skill or a early th 9 may even need to attack your base.
I know its a long one and the example is kinda extreme / bad but just so we all understand the point is that anything you do in prep time will effect war base, after prep time Not, and matchups are determined before war search (well during but the strength locks in at war search start) and of course level 1 uncompleted buildings will still operate

Great example - should answer any question on upgrading buildings during the various stages of a war.
Only thing I would add is that heroes are always available for defense (at the most recently completed level). But if they are in the process of being upgraded, they will not be available for attacks.

What if I'm upgrading something and the upgrade finishes an hour before prep day finishes? Will it be the new level or the old one?
you have 24 hours in Prep day to build and upgrade (or allow upgrades with fewer than 24 hours left to finish)
once "Battle DAY" starts. then the levels are 'locked'.
Once, I had my TH go from TH7 on prep day to TH8 just before Battle day, and was able to get some L1 turrets in 'under the radar' so to speak as a few posts ago addressed.
if its L1 on prep day, it will be L1 on battle day.. UNLESS it has a 23 or fewer hour timer on it BEFORE BATTLE DAY Starts.
If you have a spare hour before the Battle day starts, then you may be able to get a few new L1 turrets on your map.. unless you are too broke to purchase items or builders are all tied up on other projects.

Hi Guys - Lots of great stuff in this thread. One thing I think I'm missing is what happens when:
- you are participating in a Battle Day,
- you have used both of your attacks, and
- you initiate an upgrade of an existing building.
Here is what happened to me...
During a Battle Day, I used both of my attacks. Since I figured I was done with the war, I started to upgrade an existing wizard tower from level 1 to level 2.
As soon as I started the upgrade, I noticed that the wizard on top of the tower disappeared in the War Base screen, even though the tower itself was still there.
Since I didn't want to leave a gap in my defenses (the other Clan still had available attacks remaining since we were only part way through the Battle Day), I cancelled the upgrade - losing coin I had spent on the upgrade...
My question is, even though the wizard disappeared from the top of the wizard tower on the War Base screen, would the tower have continued to function as a L1 tower if I was later attacked (in that same war), or would it have been a sitting duck?

once battle day starts, its locked at that level. so you upgrade DURING BATTLE DAY, it will be what ever level it was on the start of BATTLE DAY, so in your case L1. thankfully L2 is cheap and did not cost you a lot of coin. he may have disappeared from your editor, but if someone attacked you after you started your upgrade, it will still be what ever level it locked at.. in our case again L1
another example is if you try to configure your base layout after battle day starts. you will not be able to "Set to Active" during battle day. in prep day yes, in battle day nope.
