This could work and maybe the leaders(clan leader+co-leader) are able to put a min level for each troop. The only problem I can see with this is server overload. Would there be a button to open the clan bank? And probably there would be a button to donate and withdraw. In the withdrawals you could see what troops are in there and take it by tapping on it.
