Those are pretty subjective questions. What should you upgrade? Everything. lol. Without seeing your base I can't tell you what you truly need to work on. However, it is usually advisable to do splash damage defenses first. But only upgrade a couple of defenses at the same time, and not two of the same. So if you do a mortar (hint hint) don't do another one until it is done. Do a cannon or archer tower, etc.
What should be in your camp? That depends on your style of play and the league you run in, as well as how much space you have. I would recommend a versatile army comprised of base troops (Giant, Barb, Arch) and some WBs. How many WBs depends on the walls you go up against and how high of a level the WBs are. Again, all of this depends on how you raid and what you look for in a target. If you are going for inactives with full collectors, then simple arch/barb combo is quick, cheap and easy. If you are gunning for DE you will need a stronger army to get to the center. How do you raid and what do you go up against? What league are you in/trying to be in?
Again how you set up your base is subjective. Are you farming or trophy hunting? A mix of both? How much do you tend to keep in storage while offline? There are a lot of good bases out there and here on the forums. I suggest thinking of how you want to play right now and then look around for bases at your TH level that function in that manner. However, here are some basic tips. Make sure your Mortars are to the center and triangulated around what you want to protect (so that mortars also protect each other). The same for your Air Defenses. You don't want those to be too easy to get to. Make sure that your defenses not only protect your buildings but also each other. Avoid X intersections in your walls, as well. Double walls are also worthless -- WBs do splash. I also avoid putting my exterior buildings too far from defenses, I like them hugging walls. Otherwise 50% is too easy to get. However, they can help prevent enemy troops from getting to your center quickly and easily if they are spaced away (I don't use that method, but it can be effective on farming bases).

always keep one builder on a camp until all are maxed, upgrade defenses to be at same lvl(don't upgrade cannon to lvl8 if you have one that's lvl6, full on gold? upgrade some walls or buy a tesla.
I use 2 healers, 16 giants, 6 wall guys, 80 archers(ALWAYS check for clan troops and traps first!!!
