I did not think that this was the case. You CAN attack the same base twice but only the best attack counts. So it is a waste unless you lose or one star and then get 2 or three stars.
Am I wrong?

Thanks. This new area of the game is interesting to me.
I expect this to be the first thing that separates winners and losers in Clan Wars. If a clan can't coordinate attacks to maximize stars, they are done.
This gets tricky. Having "specialists" who recognize particular base types and know which flavor of army to bring to break that base will be really interesting. I can see a class of player who takes particular pride in being able to break the "unbreakable" base. Knowing when to bring hogs or when to bring balloons is going to be critical at the higher levels of Clan War.
The auto respawn for the War Base Clan Castle and traps is interesting. Having a clan mate make a "recon attack" before the attempt at three stars could be very useful. For example, if the enemy has loaded a lvl 5 dragon in their CC, perhaps you should bring some high level anti-air troops.
I think the "political game" will be much slower in developing but I do expect it to come into play. The sooner we figure out how to game the matchmaking system to allow two clans to select each other, the sooner the "political game" will develop. I did read a reference to the idea that two clans that were closely matched, entering matchmaking at the exact same time will have a decent chance of seeing each other. Not sure exactly we make that work out. It would be nice if there were a "invite to clan war" option between clans. Making sure it is not abused to transfer resources is important but allowing the Clan War to be a little more personal could be interesting.
I was thinking about this. My final response is "No". Here is why.
A dud player who is unable to do anything besides find traps and CC troops is costing you two attacks and likely giving away three stars on his War Base. I would rather fill that "dud" spot with an strong lower level player. The MM system should give him a counterpart in the other clan that he can three star. If he is good, he then can use his second attack to do a "recon attack" on a higher level base.
It will be interesting to see how this plays out.
The clan needs stars for the win. The individual player wants maximum loot bonus. Those are not mutually exclusive but there is some tension there.

I read it to mean that the individual player is given a loot bonus based on the strength of the bases he attacks. This encourages him to attack the strongest base he can for a win. The clan wants more than just a win, they want a three star to win the war.
As a clan leader, I would direct a clan mate to use his first attack to get a three star on his assigned target. For his second attack it is trickier. If junior members have failed to three star everyone below his target, I will ask him to attack down to get a three star. On the other hand, if all targets below his are already three starred, he gets to attack up. This increases his loot bonus and if he gets a three star he is a hero to the guys above him who can now also attack up.
The biggest problem I can see with this is getting the lowest level clan members to do their attacks early in so the upward progression can be done. If lower level clan members are slow to the war, that 24 hour clock is running. Staying with the "bottom to top" attack sequence will put a time crunch on the top players. Playing out of turn (high level hitting high level early in) puts stars at risk in the middle. Remember, we are holding back the big guns on the top so they can be available for clean up.

I am really posting this more for myself to see how this works out. I'm sharing it here because I'm hoping you all can find the holes in the idea before my clan attempts this in a war.
I'm sticking with the notation of top player in the first clan is "A1" while the bottom player in the second clan is "Bn" where "n" is the total number of participating players from the clan. For the purposes of this post, the clans will have 10 players each; n = 10.
To show a battle I will use "A5a > B6 = 2" to indicate that Clan A, player 5 on his first attack hit Clan B, player 6 and achieved a two star win. Enough chatter...
Here is the sequence I see Clan A using for the war. Battles will be listed in the order they are done. Results are chosen for purposes of illustration.
A10a > B10 = 3 (big win for the noob!)
A10b > B9 = 2 (noob almost nails it but times out, however he does reveal the LVL 5 dragon in B9's CC)
A9a > B9 = 2 (A9 saw the dragon but totally missed the bomb traps)
A9b> B8 = 1 (A9 can't attack B9 twice. No point in attacking B10, he was already 3 starred. The attack on B8 does show ANOTHER dragon in the CC)
A8a > B8 = 3 (B8 is the assigned target and A8 nails him!)
A8b > B9 = 3 (Hitting B9 is clean up for A9 screwing things up.)
A7a > B7 = 3 (Things are working nicely now)
A7b > B6 = 3 (That A7 player is bucking for Elder!)
At this point, I think we get the larger picture. I'm going to skip ahead to the top of the sequence. We will start with A4 attacking and everything B4 and lower has been 3 starred while B3 has been 2 starred by A5.
A4a > B3 = 3 (The earlier recon attack by A5 revealed the traps and showed the Healer in the CC.)
A4b > B2 = 1 (This recon attack reveals an unexpected Tesla by a spawn point.)
We now have A3, A2 and A1 with a total of six attacks between them looking at two targets; B2 and B1. Here is the strength of the "bottom up" strategy.
A3a > B2 = 2 (not quite enough but 2 stars is not bad at this level)
A3b > B1 = 0 (Wow, simply wow. B1 has a monster base!)
We now have A2 and A1 looking at B2 and B1. There are 5 stars left to be earned; 2 from B2 and 3 from B1. A1 and A2 will each attack B1 and B2.
We continue the sequence up and the last few battles determine if the clan leadership can bring a total 3 star victory home.

So that is the ideal situation....
What happens when A5 jumps the gun and starts hitting his assigned target, B5, before the battles below him are finished?
If the lower battles are going well, A5 has taken away an opportunity for A6 to 3 star B5 before A5 attacks. Big deal, right? Actually it is. If B5 were 3 starred before A5 attacked, A5 could be hitting B4 and B3. Even if those were only 1 star wins, they are good recon attacks for A4 and above.
If the lower battles are going badly, A5 has now possibly left stars untaken in the lower ranks. The upper ranks will likely need every battle they can get for the 3 star wins at the top. Having B7 not be 3 starred early on will mean that A3 is wasting an attack in the lower ranks that could be used up high.

Remember this is a first effort at figuring out a clan based strategy for Clan Wars. There is no guarantee this is the best way to do this, or even a good way to do this.

Each player is allowed two attacks but not against the same base.
This means you get one chance to nail your target but your clan mate can watch the replay and plan his attack based on what your attack showed.
If you nail your assigned target, doing your second attack against the next higher target (if it has not been hit yet) helps your clan mate see what he will be facing.
The best win against the enemy base is what is counted and three starring a noob base counts the same as three starring the best base. This means a clan should attack the weakest enemy first and work their way up.

At least I am trying to keep it all in this one thread. That means you can go read the 45 threads about how to make a perfect TH9 base in peace and quiet.
While you are at it could you get those 45 threads combined into one? I don't expect to be TH9 for another year and don't really like the clutter.
This seems to be the first game upgrade that values player balance. You must be strong offensively AND defensively to maximize your outcome in CWs. A nice change from +5 on attack, -21 on defense...
Our clan is eager for it.
