No, please. Fourth mortar and wizard tower would make defense way to OP. It would make raiding way too difficult.

Adding a mortar and a wizard tower doesn't affect the loot penalty. (Isn't that obious??)

Also, TH 9 defenses are more than adequate to keep all but the most serious TH 8 attackers away as it is.

Just a joke about loot penalty :)
