So recently, I upgraded to town hall 9, I am a xp 47, with lvl 4 troops and a lvl 5 mortar, I was wondering if I should upgrade to town hall 10, I think it is a good decision, isn't there more loot at Town Hall 10, opinions are welcome

NO, NO, NO. There is even less loot at TH10. The fact that you went up to TH9 at level 47 with level 4 troops and a level 5 mortar is bad enough. Stay at TH9 and max, max, max. Take advantage of the extra wizard tower and xbows to protect what you have and keep raiding. Focus on elixir and get your troops up so you can take on higher level targets. At TH10 loot is even worse than at TH9.

There are more loot "from" th10 not "because" you are th10. You actually will lose more as a th10 than th9.
Upgrade your troops to level 6 and then you can think about th10

Hahaha, level 47 with town hall 9 (and wanting to upgrade to town hall 10).
You're premature. You will struggle even more as a town hall 10 when searching for loot.
And level 4 troops aren't really helping at all to get any resources against the "bigger guys", who upgraded their base to the max before upgrading the town hall (most of 'em, not all).
Always upgrade your army camps, labor and your troops first before going for defenses and other stuff, they help alot when raiding... - just for future reference.
You're gonna be smashed heavily by the players with better defenses/offenses with your weak defenses (I guess they are).
P.S: Mind uploading a picture of your base? I wanna laugh even more.
On aerious note though, at your current state (as I can see from your post), I'd really think about starting again from scratch and maxing your base before moving up to higher town halls, instead of struggling for finding loot etc. at town hall 9 (or even 10).
Anyhow, good luck with upgrading your base under so hard "conditions".
