Why do people move defenses that are upgrading to the outside?

they use this defence not active as traps and to slow the enemy army:
to attract giants near coil traps for example :)
Well normally the giants go to the ones upgrading outside the base, so it helps with distracting them. On one note as well, hidden teslas are removed from the base to not give the enemy any sort of hint where the other teslas are...especially since, in normal cases, the teslas are placed symmetrically on the base. ;)
Sometimes they remove upgrading towers so their base can be easier to be destroyed 40%, giving them easier shield without having to sacrifice town hall.
1 They are useless defenses when being upgraded.
This is my primary reason. If turrets are unable to defend then they cannot protect loot /TH or help cover other defenses, so IMO they cannot remain IN my base.
2 to Distract.
Those 'target-defense-types' will still go for these structures, so I place then within range of active defenses, and sometimes use traps near them so the Giants and Hogs fly off the screen. They typically follow the merry go round of turrets on the outside, so that is less time they will be in my core and 2nd layer defenses; an my core defenses can have at them .
I believe that only working turrets should protect my loots/TH and cover other turrets. When I have upgrades I always re-config or at least move turret locations around in my layout. This allows me to utilize the best available units to protect my resources and/or Trophies
There's a difference between an attacking buffer and a dead buffer.
An upgrading defensive building is a dead buffer.
A non-upgrading defensive building can also attack the enemy while acting as a buffer. Considering most players put the buildings they want to protect closer to the inside of their base rather than the outside, it would be logical to want to have an attacking buffer inside their base rather than outside, to help protect their loot or TH.

Set upgrading/disabled artillary outside as bait for raiding giants. The raiding giants will always attack artillary outside the walls first. Set the bait in range of artillary inside the walls so they can be whittling down the raiders while they attack the disabled/upgrading pieces. .....been using this tactic since TH4
