First off, if that is your base... then you aren't having the AQ yet (reguires town hall 9), neither a dark barrack at level 5 (not sure which town hall is required).
And your dark elixir storage isn't maxed either.
This question is actually pretty stupid... *lol*
Need TH 9 for dark barrack lvl 5 and lab 7 to upgrade witch.

If the AQ is already level 5 or higher, go for the witches - having two more skeletons at level 2 actually makes a huge difference when you're actively using 'em.
If ya don't use witches at all, then I'd just upgrade the AQ.

I see the question, I look at the base. im like, u need TH9 for witches and AQ, plus ur storage only hold 20K, and u need 40K for AQ and 75K for witches and u unlock both at TH8.
