They probably rolled back his level too far when they fixed the XP bug. It is unlikely that anyone could have that low of a level even while gemming everything.

Gemming your base to max gets you to around level 80. Not collecting the achievements does not hold you back 20 levels.
This guy got hit by a rare case of Levela Inflationa. Only SC has the remedy for it, but as long as "It is me" doesn't show his disease, SC doesn't know about it.
Lack of donations probably factors in quite a bit as well, as a previous poster mentioned.
A normal maxed base would probably have at least 60k donations. If you add 60k donations on top of his level, that would put him at about 81.
If you factor in that achievements are worth a total of 18870 xp, most maxed players would have at least 15000 of this, which adds another 4 or so levels. That puts him at about level 85.
Also, any xp he got from gemming after the hero update for the next 4 days or so got rolled back, which probably accounts for another 4 or 5 levels. That puts him at about level 90.
Pretty sure that explains most of why he is where he is.

I am level 76 with about a not-quite maxed th8. I have 25k donations, which should has probably inflated my level around 10 levels, maybe more when you factor in my attacks and achievements. That leads me to believe that you would only have a maxed th8 at level 63, or maybe a slightly upgraded th9, but I doubt you would have a maxed base.Quote:
