If they are lower level players, by definition, they won't be much help in a war.

We paid our dues. Now it's their turn to do the same.

What are you saying? Because they are smaller they have to pay in order to participate? Hopefully I have read your comment wrong. Apologies if I have.

I believe what he means the higher level players have put in the time (if they're farmers) to get to that level i.e. Paid their dues, so lower level people need to "pay their dues" as well
