If he had made 60,000 donations when the profiles were created, the count in his profile started at 25,000 (just like a Gold Grab or Elixir Escapade of over 100,000,000 started at that figure for everyone who had already completed the achievement)
Those donations all counted towards his XP but don't show in his profile.
I have a maxed TH9, and 90,000 donations (according to profile) and am at Level 120.
