After th8 your loot from weaker bases is gone ... may be just th7 (50%). So that is why in this game your should never skip or not maxout th7 and th8.

These figures are before the loot multiplier is applied. The loot multiplier is what is behind the loot "penalty". The amount of available loot = calculated loot x loot multiplier. The loot multiplier is determined as follows:
- 5% for attacking someone with a Town Hall (TH) 4+ levels lower than the attacker's.
- 25% for attacking someone with a TH 3 levels lower than the attacker's.
- 50% for attacking someone with a TH 2 levels lower than the attacker's.
- 90% for attacking someone with a TH 1 level lower than the attacker's.
- 100% for attacking someone with a TH level equivalent to the attacker's.
So at th9
5%: <= th5
25%: th6
50%: th7
90%: th8
100%: th9/10
So at th8
5%: <= th4
25%: th5
50%: th6
90%: th7
100%: th8/9/10

If you max it entirely, BK and all, then you may only spend a shorter time on TH9 than you should, unlike I. #TH9forlife. Been TH9 for at least a year for sure.
I would say not to max TH8
TH8 is probably the worst TH to max...
in term of defence, TH8 is the worst
I spend 1 month in TH8, When I have more than 2 million in hand, I have to play shield and raid more or my base get destroyed and looted for 270K by Lv.6 Giants, Balloons, or Hogs...
In term of offence, TH8 is not so good either
TH8 troops can't do much instead of farming collectors ... farming DE storage is hard because we don't have those powerfull Giants or Balloon yet
TH9 have great defence and offense... I upgrade to TH9 early, I found out I never worry about getting looted again, and I don't have to press 'next' too much because lv.6 troops can get into storage much easier
PS: beware not to skip TH8 too...
If you are an active player:
Max your splash defenses. Max your upgrades of primary farming troops. Max skull walls. Then I don't see any problem going to TH9.
Read sharonsym's guide. Don't worry too much about the loot bonus/penalty.
(Note: If you find it very hard to farm your skull walls, then I won't recommend rushing to TH9. Skull walls should be easy if you're active enough.)
If you are not an active player/farmer:
Just keep upgrading at your own pace. :) You can upgrade if most of your defenses are maxed. At the time, you should be done by most of the important upgrades in the lab. All walls must be at least purple.
Totally agree with this!! Lots of ppl say to max out of old habit, but it really depends how active you are. If maxing means having to have sleeping builders, empty lab or maxed gold due to finished walls there is absolutely no point staying at th8. Walls are the one thing mostly effected by loot penalty due to not having build time, so I would focus on that and splash.
As an active player this is what I did when I jumped to th9. All walls done, all splash done, BK lvl 10, air defense almost done, teslas at level 2 and 4, cannons at level 8/9/10, archer towers level 9/10.
No regrets at all even though there is a slight loot penalty. Elixir will be your main worry as a new th9, but you can farm easily around 1600 trophys.
I say go for it as the queen is cool to use, even though she runs around shooting useless walls sometimes!
