Can't see images (on mobile) but if your cannons, archer towers, mortars, wizard towers and hidden teslas aren't maxed, I'd say no. Also, your walls should be at least level 6. Air Defenses both at least level 4. Army camps should be maxed. Most of your used troops should be researched, etc. Remember that TH 7 is the best Town Hall for resources!! You should spend a decent amount of time to upgrade everything you possibly can; Town Hall 8 is a big enough TH without having to worry about TH 7 items as well.

As for building upgrades, always max your offenses first. Maxing offenses first allows you to create/hold a stronger army which lets you steal more loot. Afterwards you can use that loot to upgrade defenses.
Your base looks good right now, but I would definitely get walls to at least level 6 before upgrading to town hall 8. Also, collectors in the long run actually generate lots of loot, so getting them maxed early means more loot for you. I would get your collectors all to level 11 because then you can be done with upgrading collectors forever! You're going to be too busy with all the new stuff in town hall 8 to do collectors anyways.
As for defenses, I would max them because at town hall 8 cannons and archers go from 9-10,wizard towers go from 5-6, and teslas go from 4-6. It only takes one day to upgrade cannons from 7-8 so it won't take too much time! :o

You have 5 builders (4 busy) and very little resources for continuing upgrading.
My concern if it was me would be getting to the next TH and not having the resources to start even more upgrades at higher cost. Your walls are also underdeveloped IMO. No idea what is leveled from the pic. Could you give us a bit more information on stuff like troops, spell factory, army camps, etc?
Either way have fun and good luck. TH 7 seems like a fun spot to be.

How are lab upgrades? TH8 and TH9 open up some fun strategies using troops you might not have used much before. So get those upgrades finished so you dont have to play catch up.
Take a couple weeks or whatever and go for it their really is no hurry.
Those walls are weak, keep a builder free and dump gold into them.
don't upgrade yet. get those lvl 5 walls to lvl 6 and all the other defenses maxed. it really pays off in the long run.
