I've seen many requests for Heroes but none have been that good. This guide will help you create an effective one :)
A lot of people on the forums say that new heroes are ruled out. Read the stickies carefully and you will see that they're wrong. A hero for every troop type is ruled out. For example a thread that requests all troops to have a related hero is ruled out whereas you may post a thread where you want one more hero being added.
Most people don't put any effort or time put into their Hero idea. And just post a short sentence about the hero they want in the game. A good hero thread would require:

Cost of Hero (in dark elixir)
Hero DPS:
Hero HP:
Hero speed:
Hero special ability (plus details of perhaps increased DPS etc..) :

After you've posted all the stats, you could top your hero off by stating his little platform that he sleeps on. And if possible post a picture of that as well! (This would probably be included with your description of the hero).
An example of a BAD hero request:
I think there should be a goblin hero like the barb king and archer queen! He should cost a lot of dark elixir, do a lot of damage to resources and run really fast!
An example of a GOOD hero request:
The Goblin King would be a giant goblin with a wooden crown on. He would do x3 damage to resources and have high speed similar to a regular goblin. He would be slightly smaller than the Barbarian king as he loves his loot more than his Dark elixir meaning he won't grow to big :) Because he isn't as big he is slightly weaker than the other Heroes but he is a hell of a lot faster! He rests on a similar platform to the Barb king and Archer queen only his one would be wooden (instead of stone) with a tea stained picture of a gold coin on it (instead of a crown). Bones would also rest at the side of it like the barbarian king's platform.
Goblin Hero
Cost: 45,000 Dark elixir
DPS: 120
HP: 1000
Movement speed: 24 (slower than a normal goblin but quicker than Barb king& Archer queen)
Hero ability: does double damage to resources when clicked damage to resources increases to triple damage and spawns 5 goblins it also gives them a damage increase to resources.
Town hall needed to unlock: 9
This goblin always nicked the most dark elixir! His obsession with it made him grow bigger and stronger than the others!
Reference art: Would be slightly shorter than an archer queen yet taller than a giant. It would be just as broad as the archer queen. He wields a long green club in his right hand.http://oi62.tinypic.
