My trophy count is stuck on 1138. How do you achieve the 1250? Am I doing something wrong I use multiplayer all the time and it never changes. Any thoughts? I am relatively new to the game.

It record ur highest trophy record. If you never hit higher than that, The count will stay atthat. And keep pusing, you need to get that achievement.
If you are using multiplayer (attacking other peoples' bases) then maybe you have a problem worth reporting to technical help. You definitely should be winning or losing trophies if you are attacking and defending against multiplayer mode. Not sure but maybe try a couple more raids on other players' bases to see what happens.
Are you getting gold and elixir from the battles?
In order to reach the sweet victory achievement, your total trophy count (shown in the upper left hand corner of your base) must be at least 1250.
