The Miner
Just like hogriders, these troops can go over fences, but these troops go under ground!! While under ground, these troops cannot be attacked. Maybe a new defense sprouts from this troop, like explosive land mines? Barbarians are weak and P.E.K.K.As are strong ground troops. Aerial troops are minions and dragons, now we need a stronger goblin or something that can get to resources as favorite target. So we need a stinger loot grabbing troop. Maybe it becomes a new dark elixir troop. Because they can get so much loot so quick, I would make their hit points be very low, like 30. Thats because if they are too strong, they can get all the available loot and that won't be fair. So make them weak so they can only be useful in large numbers. This will probably result in a loss for the attacker but these troops are designed for farmers and farmers shouldn't care about trophies. And while the defender just lost a huge portion of his resources, its only right that their base would still have a change to win and get a few trophies. So with low hit points, we could make the damage per second higher, around 40 so they can be better than goblins. and their training cost would be around 25 dark elixir, because i believe a good placement for these troops would be between minions and hog riders. The rest of the stats are below.

And as they level up the obviously get stronger, but there is also appearance. I imagined these guys to maybe have some traits of the goblin, like the mouth and nose. They can wear blue jeans and suspenders. They would be plum, and have a scraggly beard, along with some dirty working boots. And to throw it all together, a pic axe that he uses to go underground and attack for his loot. The pic axe can change color as he upgrades, from wood, steal, to gold. The best part about this troop, is that it is practical! I can see the troop in the clash of clans game, and I hope you folks at Supercell see it too.
And if you really don't like this idea, would a new hero work better? Like an Alpha Goblin?
