Exactly. For instance: who's going to be online after a rough Monday at 11:30 at night? You probably guessed it. Almost nobody, only the extremely dedicated clashers. That means little kids, adults with a 9 to 5, and seniors (if there are any that play this game!) will all be in bed. HOWEVER. Try searching in gold 3 on a saturday morning at 11am, and the chances that you'll find an inactive base are very slim, seeing as they're being snapped up within minutes of the shields wearing off. I find that late at night (CST) is a great time to search for raids. All our buddies in Europe are sleeping or just waking up, and most people here in North America are sleeping as well. I don't know any solid numbers, but I'd say that these 2 continents make up at least 80% of the clash population.
