At level 3 their road side shop isn't unlocked yet and neither is newspaper. They can't ask for help with anything yet and can only help those occasionally who are on their friends list. So basically there is no way for them to be found other then via a friends list.
Yes, it's a friend. She was having trouble finding me on her tabs but we have worked it out. I was just really surprised when there was no icon to follow!
