no, i think he is saying that you would combine all the buildings and walls from everyone in the clan into one massive village. interesting idea, very difficult to implement. not very practical

From what I've read:
"I want to be able to be in a clan war with another clan, then when I win the war, our clan literally gets all of the members from the other clan and combines to make a bigger clan, EXCEPT when both clans members get added together it reaches over 50 members, the combination would be invalid. Example:
Clan Red (20 members) vs Clan Blue (20 members)
Clan Red wins
20+20=40
Clan Red gets Blue members
Clan Red (40 members)
Example of invalid combination:
Clan Red (20 members) vs Clan Blue (40 members)
Clan Red wins
20+40=60
Clan Red gets Blue members
Clan Red (60 members)

I think he means that he wants it to be that if your clan has less then 10 members you can still have a clan war.
