This might be a bit confusing but this is how I do.
A building costs 1,800,000 but it takes 120 hours.
Another building costs 1,500,000 but only takes 96.
Building A cost/time ratio is:
1,800,000/120 = 15000
Building B cost/time ratio is:
1,500,000/96 = 15625
As you can see it is slightly more money efficient to upgrade building A first even though it costs more and takes longer.
Hope you can see the logic behind this maths.
