Build your new buildings first thing. After that, prioritize upgrading your offense through lab upgrades and army camp upgrades.
If it were me I would get all the new walls in place and upgraded. Then if you can get the money get a tesla. They are really good.
I've always tried to max out all my defensive buildings and walls before upgrading my TH, wizard towers being the priority so try and squeeze in as many upgrades as you can before using the newly unlocked structures.
Build all buildings then upgrade lab then everythigng else
I just leveled to TH7 myself. My very first action was to assign a builder to start updating my laboratory.
The laboratory to me is like a free "builder" that always works on elixir. I can keep updating my troops while the builders work on whatever.
After I hit upgrade on the laboratory I next started building army camps, and barracks. The faster I can farm, the more gold and resources I have available to update or build whatever strikes my fancy next.
First building, then lab, camps, mortars, wizard tower, and while you wait farm gold to upgrade walls
First? New camp to max, new barrack until you can train 200 troops simultanously, new research.
That should be your absolutely first priority.
Research tends to be a bottleneck, and the upgraded troops really helps with farming, so I would assign a builder to get the lab upgraded first - once it's done, you won't need another builder for the subsequent research. Otherwise, I would assign the rest of the builders to the new buildings first, since most of those would have fairly low build times initially, and are great bangs for your bucks. I would start with the offensive buildings first to help with raiding, and then the defensive buildings.
Once the build times for the new buildings get to 12+ hours, you can start considering upgrading your older buildings. Mortar should be the first to upgrade, since a lvl 5 mortar will one-shot lvl 5 archers, which is HUGE. You're not gonna fend off TH9 attacks for the most part, but you'll stand a much better chance against TH8 attacks with maxed mortars.
As far as upgrading the new walls, it really depends on how much gold you have saved up, but I usually upgrade the first few levels (which are relatively cheap), and assign those to less critical locations (i.e. anti-wb struts, funnels, etc).

Actually the struts are quite important, cos if it still stands on it's feet after the first wall breaker hits it the second wall breaker will hit the same piece rather than another one, thus possibly breach your other important walls. Walls at least level 6 is a must as two wall breakers level 4 have to hit one to take it down for good.
Apart the stuff I mentioned above about walls, I agree with mikeyen regarding Research Lab's importance, not to mention that you can spend that damn elixir that tends to pile at start of a new Town Hall level. If you took your time to upgrade and researched all stuff at Town Hall level 6 had to offer, then the army camps at level 5 are more than enough for now to raid others to pile precious gold so you should safely ignore ActionMonkey advice for now.
Btw, TH 9'ers won't bother you much mainly due to loot penalty. :)
Completely agreed, though lvl 5 walls (golden) are actually sufficient for lvl 4 WB (1400 hp vs 1280 damage), and you'll want lvl 6 walls (pink) so it'll take three lvl 3 WB to break through (which, surprisingly, I see fairly often even from TH7+ attackers). My point is that once your walls are at the proper breakpoints (gold or pink), you'll want to focus on inner walls first, since those are likely to be pounded on by troops more often than struts.
Mike
Well, opinions will differ, but maxing your striking power first will make you progress a lot faster. So if you want to go slower than you possibly could, then yes, ignore what I said.
if you, on the other hand, want to go through the levels as fast as possible, and be able to maximize your gain. Then don't.
If he took his time to upgrade all three Army Camp to level 6 that are available at Town Hall level 6, he has enough troops to start raiding with for now. Sure, he can do the 4th Army Camp at least to level 5 quite fast, but is not a must have like the Laboratory to research higher level for troops.
The more wall breakers are used to take down an useless piece of wall like struts, the better as would slow your attacker troops down long enough to have them splashed by Mortar and/or Wizard Tower at least once.
I started Laboratory, 3rd Mortar up level 5 then swap it with the other two so would have one upgrading and two active, Spell Factory and a builder for new buildings like the Archer Tower.
It depends of what kind of player you are.
Are you an active raider: go for army camps and lab first. And get those level 5 archers asap;)
Are you not that active: go for defensive towers
Use your low level walls as spikes if you use spikes.
I myself am about to get my TH7 done.
Don't know about you, but this is what I would do:
• Build all new structures first, and level them up abit. (not too high though, it'll consume too much time)
• Set up my base to a new design according to a fair use of the new (x25)walls.
• Improve lab first, it'll open your options to improve pretty much everything connected to attack strategy.
• While researching, work on WT & Mortars, that's the priority. Then work on the other defenses. (ATs and Cannons)
• Barb King.
P.S: I got 5 builders, I can progress quickly and that's why this(^) is my decision.
And after all that... well it'll take a week or two. Got time to think!
@xaboetje : I think you meant research level 4 troops, not 5 cos you need Laboratory level 6 that is available starting at Town Hall 8. :)
Me? Nah, I'm far from over. I'll stay at TH 7 as it's quite comfortable. Sure, level 5 troops sounds interesting but then again I'll see more TH 9 and I want to see as few as possible thank you, unless I'm attacking one. :)
Well, "enough troops to start raiding" is not what I am talking about. I am talking about making as much gold and elixir you can, as fast as you can.
For that you need
1. Upgraded laboratory
2. Max level troops
3. Max level army camps
4. Barracks that can train 200 troops simultanously (220 for TH 9)
I recently upgraded my alternative, second, account to TH 7, my first is a TH 9, and I have used this approach on both accounts - it works wonders for farming speed. Even if you (of course) are able to win some resources without doing this, you will never be able to win as much, over any given time. That's not an opinion, it's a fact.
