The purpose IS to ask people for their general opinion. What do you mean by "others might use immoral methods."? From what I know you have to be skilled, perhaps willing to boost fairly often (though I think its doable without insane investments) or stay logged in for long periods and other than that .... its doesn't say much more.
It all depends on the person really. It may just be more noticeable if they're a jerk when they have a red badge because you expect lower levels to be that way. I have noticed an inordinate amount of players who have been top players a looong time(like since th9 was highest townhall or before) who seem to exhibit superiority complexes and a striking disconnection from reality though.

For purposes of self entertainment,
I make it a point to frequent Global with my main AND mini (who is but a lowly noob in Gold 2) together.
And while the person behind them is one & the same,
the treatment that I get on either is as different as night is from day.
My main is usually (not always, but usually) harassed the moment she steps onto global:
be it the multiple requests to add me on GC / KiK;
or requests to help recruit in clans;
or requests to visit me;
or people wanting to know how much I spend on the game in a day / on my base;
or accusations about me & my clannies chčáting;
etc. etc. etc.
As you can see, the list goes on & usually, the only way to solve it for me is the magical Demp button
- which then makes me seem rude because I would then be ignoring said person for the remainder of my time in Global.
My noob mini, on the other hand, usually gets to chat without losing sanity,
albeit she is sometimes ignored because she's a little nooblet.
Anyways, the point I am trying to make is this:
the badge is just a badge - the people behind the badge are people just like you & me.
Most are really really nice people.
Like any group of people, there are a few bad hats,
but in general, most are really really nice people.
