As someone stated, there are people who use PEKKA on a regular basis, but those are people who either buy gems constantly so they can just insta-train them, or if they don't, they're pretty much upgraded to the max and just farming for their townhall or something or other.
Either way, yes you are correct, the vast majority of players will use 3 giants/wizard combo over one PEKKA just because they're still in the upgrading stages development of their village.
It's basic economics, I'm not going to spend 42K per PEKKA and wait 45 minutes or more to train each one, when I can spend double that and make and entire army for half the time of one PEKKA, now if I had some extra elixir lying around and my builders are busy, or I have nothing left but my town hall to upgrade, then I may mess around and play with a PEKKA here and there, but until that point in development, not very many people will spend that kind of time and resources for just a couple of PEKKA's.
Well the idea of using pekka to attack cc is to make her as a shield and use wizards to wipe their cc troops. The only reason people doesn't use pekka is because she can die so fast when face hidden tesla which is powerful and deal high attack ( double against pekka ). Remove this ? If pekka become more powerful than it will be easy to wipe other people. Just make her attack faster as she is slow and take ages to attack ( old lady ). You need your mind to wipe cc not area splash
Okay so what you're saying is, you just want to be able to use a PEKKA and watch it wreck havoc during the attack with no consequences, well I don't think that's going to happen.
PEKKA's are pretty much the same as dragons high hit points, good damage, slower than spit. So what's next, you want dragons to fly faster?
Don't think this is going to happen, every troop has it's ups and downs, it's up to you to make the decision of do you want to invest in making that particular troop.
Gauging from what I have been hearing it sounds like while a lot of people feel the PEKKA needs a slight improvement but we also need to understand that using the PEKKA takes strategy. I've used PEKKAs a few times and sometimes they wreck shop and other times they end up walking outside they base taking out army camps and barracks until Hidden teslas fry them to death.
Im gonna rule out the ideas of changing PEKKAs favorite target to defenses, attacking multiple targets, and their double damage from Hidden Teslas.
What it is sounding like to me is that PEKKAs only real flaw at the moment is that they are not cost/time effective. When training a PEKKA, 42,000 Elixer could easily get you an entire army of smaller troops that could do far more damage than a PEKKA, along with 45 minutes to train, of which I see a lot more Golems used than PEKKAs and they also take 45m to train.
While I still do think the PEKKA needs just something extra special I also don't want to take away from the strategies needed for PEKKA.

I've been going over the responses, and the only solution that I can offer for the PEKKA is to reduce it's training time by 5 mins, and take away the double damage from tesla coils (although it does make sense, they are wearing full plate armor for crying out loud)
so essentially you now have a substitute barbarian king, for when your BK is regenerating. Keep it just as dumb and stupid as the BK (I'm sure for those of us who have one, we've all witnessed at some point our BK's suffering a major case of A.D.D.).
As a previous post has stated, each troop including the PEKKA takes a certain level of finesse and timing to maximize damage. By now with all the research material most people can determine just how many tesla coils could be lying about by simply looking at the TH level.
I've witnessed raids where PEKKA after PEKKA was destroyed by tesla coils simply because they were deployed even before a single tesla coil popped up. Then there are the PEKKA raids that were just so beautifully orchestrated that even just a few PEKKA's took out the remainder of the base with phat loots and all.
The PEKKA with its high health and damage is pretty much the payout for investing so much elixir and time into making one. It's a normal barracks troop, so it really can't have special abilities equivalent to that of a dark elixir troop.
If supercell does decide to give the PEKKA something extra I hope they will make it into a dark elixir troop rather than keeping it in the regular barracks. The dark elixir troops are special troops with special abilities because the story behind them are, they are empowered by the dark elixir (yes I'm sorry even a simple game like CoC does have its little bit of lore).
So I have to disagree to giving the PEKKA something extra, if the decision is made that they will get a special ability, then I hope they agree that it should be moved to dark barracks rather than stay in regular. If they decide to do something with the PEKKA and keep it in regular barracks then I have to agree with just taking out the increased damage from tesla coils and reducing it's training time a bit.
As I have stated the PEKKA can be used in a fashion as a stand in BK while the BK is healing, and you can have more than one!
