Anyone can go to masters. It's just a matter of playing a lot, maybe even 24/7, to reach this goal. There are farmers (or ppl with town hall on outside) in any league, except for maybe champion. A tip I have for pushing is actually putting your town hall on the outside (maybe?) as people will just go for that, perhaps saving you some trophies.

Might work in high crystal and low master where you got some lower lvls but on the other hand you'd maybe not be attacked at all if you kept you TH well protected.
