The main reason that result in a player getting less loot is due to the fact that there are more active player. So, anything that increases player activity will reduce the loot for the less active player.
As cliche as it sounds, the early bird gets the worm. Imagine the hypothetical situation of a 100-player system, where 20 players play 2 hours per day, while 80 players play 16 hours a day. It doesn't matter whether the 80 players boost or not, as long as they play 16 hours a day, the available loot for the 20 players will be low. In fact, boost or no boost will give the 20 players the same amount of loot.
If i boost but play 2 hours a day, i'm not reducing loot for other players compared to the unboost player who plays 16 hours a day.
The thing that reduces available loot is increased player activity. Boost increases player activity, hence reduces loot available. However, it is quite bizzare if you wanna ask SC to not encourage active gameplay, just so you can get more loot.
Another thing that reduces loot available is ♥♥♥♥ that automatically filters out base with loot less than say 200k. The user saves time of assessing bases defense and skips bases at the fastest (humanly impossible) pace, thus takes more loot away from the system per day.
