I always thought it was the closest building to the troop when deployed. But, I think it might be the building closest to the maximum range of the troop?
Just a bit confusing.
Here is a picture of a troop deploying and targeting a building that is not the closest to it.

The archers are likely spawning in the tree line, the picture is cropped however and that is not evidenced.

Archers are pretty weird. I have one where the archer is standing almost right next to the building but attacks the second layer of wall instead lol. Let me see if i can find it.

Yes there is another archer behind the tree now because I deployed one further out to attack the elixir collector.

I hate the targeting in this game of troops. I could manage to farm even with this ♥♥♥♥ loot, but sometimes the target of a healer to 1 giant over a mob is annoying.
The AI can be pretty crappy at times. Hope this answers your question.
