Its misleading but i think it could actually increase the number of newcomers that actually read the sticky.
People often gets exited when they 'thought' of these ideas, gets into this forum and looked for keywords related to their ideas on the first page. If there is none, excited as they are, they will cr8 a new thread of their ideas without reading the 'read me first before posting' sticky. I doubt if they actually read anything on the forum first, excited as they are...
This misdirection provides an opportunity for "exited newcomers with great ideas" to see the keywords they are looking for and click the topic.
It will not eliminate the spawning of ruled out ideas thread, but it could reduce their birthrate.
Its a shame when decent ideas gets buried so quickly by repeated ideas.
