What do I upgrade next?

So I am TH9 and I am having trouble deciding what troops to upgrade next. I have been slacking on my Dark Troops, I have upgraded my Minions, but not my Hog Riders at all, and right now they kinda suck. Are they much better and useable at max level? I have my level 6 Giants, but only level 5 baloons as well, and those seem to get much better at level 6. Should I start on the Hog Riders or take Baloons to level 6?

I appreciate any advice, I am new to forums.

Then I think you should spend DE for upgrading hero first
