Clan Message Cooldown - Why it makes no sense and should be removed.

I have seen other threads for this but I didn't see any which explained there reasoning behind the idea well, so I thought it would just be all the more simpler and effective for me to post my own.
I'm a coleader in my clan, and am very happy with the rank and all of the features it brings, save one. The cool down timer on clan messages makes no logical sense and is very impractical, for reasons I shall explain. The purpose of the timer is obviously to prevent spamming by a Leader or Coleader. Although I can see where they were coming from, once you begin to really think about it, it really makes no sense at all.
First, lets look at why it makes no sense to have a timer on the Leader's messages. The Leader is the head of the clan and his actions reflect what the clan is like. If he wants to spam the inbox why should he be stopped? This obviously reflects his character and his leadership and if you disagree you should just leave. On the flip side of the coin, in serious clans with good leaders that are mature and use the clan message system to inform members of important information, like the clan I am in, if the leader has several messages to get across or just one long message to spread over several posts, he cannot do this without waiting 12 hours. Not only is the idea of a timer hogwash but the amount of time is crazy.
Second, lets look at the coleaders. The coleaders are, in most clans, seasoned veterans who have been in the clan for a while and are people who the leader trusts more than anyone. They are given the weighty power of kicking and promoting Elders and Members. So, to follow up my previous reasoning, if they are trusted with the power of kicking and promoting members and elders, why shouldn't they be trusted with using the clan message system correctly? As it stands a coleader can kick out all of the elders and members, typically most of the clan, but they can only send clan messages every 12 hours. This makes no sense, and once again it limits the ability to communicate important messages to a clan over a short period of time, following the reasoning in the previous paragraph.
So in conclusion, it first of all makes no sense to limit the Leader's clan messages, as he/she is the clan leader and if they spam the inbox you can just leave, and in that case they probably aren't mature enough to be a leader regardless. Second, it makes no sense to have coleaders clan messages limited as the Leader should choose the coleaders wisely and should trust them not to kick the whole clan, much less spamming the inbox. Third this limitation as a whole cripples the leadership and makes it impossible to communicate several messages to the clan in a short period of time.
