You can never have enough builders especially later on with the game, where some upgrades will take 3-4 days (even longer) the 5th builder is the most important purchase of the gem... But it takes 2k pcs of it :-)
Why did you buy gems if you don't know what to do with them?
Get 5th builder if you can and if you like to play this game long enough :) , and max everything before you ready for next TH lvl ;), the reason why lots ppl leaves because they rush TH to early
I've seen clans who refuse to accept anyone with less than four builders. A fifth builder is always good, and time wise, probably your best gem expense than anything else. After you've maxed your builders and still have gems to spend, I'd save them for when you're higher up. Cases where you notice at a specific time or day of the week where there's a lot of loot to be had, speed up your barracks so you can attack quicker and take advantage. Or rare cases when it's better to gem a builder to finish up quicker since your storage is maxed and you don't want two builders to finish construction at the same time.

....Player is on Level 26 but with TH8 :) ...if only I have more storage I could raid it more . Mine is still reserved on those "insanely" long upgrades. ;)
