Would this be a good idea...
For exemple, when you have to leave for work or school and wont be connected to the internet.. then you request for some troops but no one is online at the moment ... one person might donate 5 archers ... so since you wont be able to re-request, adding a 1 hour cooldown for that person so that he can donate once again in an hour.

If your request is still there after 1 hour, it's the clan I would look into, not the request mechanism.

well im part of a very active clan, after the two weeks everyone easily has over 1000 troops donated ... the thing is most of my clan mates live in Australia and the rest in America, so the time zones are different ... and lets say im home sick one day, ill be playing all morning, while others are at work or at school, so theres less people donating during the morning and afternoon.
