I think you're right about it having been suggested before.
It is brought up every other day if not every day, and it is essentially ruled out. SC has ruled out upgrading builder's huts for decreased building times, and although this is slightly different from that, the final result is pretty much the same: People would finish up that building faster and choose not to spend gems on it, causing SCs revenue to drop. This most likely won't be happening, sorry.
