What town hall level are you at? Hard to answer the question without some more information.

If you are a th7, you do NOT need hogs, they are the last thing on your list. You want to get a barb king, and you want to upgrade it and farm for upgrading it as quickly as you can, right?
Getting hogs on the other hand will distract you from doing so. Being a TH 7, you will have no need to use hogs and attacks, and even doing so will lead you down the wrong path, save that barracks upgrade for TH 8 at least. Get that healer upgrade done while you can!

I always try using unwanted elixir up on expensive troops, keep a constant force of troops training. But yeah I'd go for the healer!
upgrade the healer. Then giant-healer your way up to gold 3-2 and get enough dark elixir to get your Barb king. Good luck to you
