I just got an android phone a few days ago and was able to transfer my village from my iPad
You can use the link feature to attach an iOS played village attached to Gamecenter to an Android played village attached to Google+Quote:

You do need both the iOS and the Android device to be active at the same time, and attached to the same network for it to work.
You would then control the same village from either platform (although not at the same exact time).
