The Necromancer
Offense
This is could be the 6th Dark elixir troop! This guy can summon the dead! Now before you go "Hey that's a witch!", let me finish. Any troop that dies in battle, is summoned as a Skeleton (similar to the shape and size of the troop that died). The resurrected troop will have a certain percentage of its original health/dPS according to the Necromancer health. The resurrection of the troops is not immidiate.
Defense
Any troop inside the Clan Castle will be summoned and resurrected to defend again!

His attack animation is shooting a magical ball of destruction, single target (no splash).
NOTE: He does NOT resurrect heroes! Also if there are no troops that dies or he is the only troop on the battlefield nothing will be resurrected! And he can NOT resurrect another Necromancer. One more thing, if a there are two Necromancers on the field, and one of them ressurects a troop (for example a Wizard), the wizard can not be ressurcted twice.

IDK, I'm unclear on what you mean resurrection time. If it's time a troop is resurrected then yeah, sounds good, with a few issues with higher troops though. If it's time after a death he resurrects a troop, then no, would be OP. But I also think that 20% might not be enough health. It could be resurrecting a max PEKKA and it could mad damage or die instantly if it's targeted. And the damage is wizard like, so I can imagine rather balanced armies using max wiz and max these. I think it's a good idea but if resurrection time is time spent alive without dying then armies could be tons of PEKKAs and these troops, and it might be unfair on lower town hall levels. However, overall, I believe it's a balanced troop that could be introduced. Just mainly depends on the distance at which it can resurrect. If it's immediate vicinity then that could be good, but the whole map would break it.
