The 2 clans will face each other at the same ground where the players of the clans can deploy their troops .
OR
Any 2 clans (having nearly same no. of trophies)can go claim the war against each other and at the time of war players from both the clans can attack each other and the clan which destroy the bases of all the players against them will win the war.
Betting:
Before war there is a certain amount of resources that both the teams have to bet and the resources will than be transferred to the respective players of the winning team as per as the damage done by each player.

I got something to add
War Building :
At the time of the war the same clan members can rejoin their troops at the war building and than attack the opposition player.
On the otherhand , the war building can also deploy the troops for defending(just like the clan castle but it will have no troops limit) .
Note - At the time of the war, online opposition members can also be attacked.
