This is all relative to what level trophies you are... There is no "master list" for everyone...
THIS is the list (note that this is my opinion)

2. Barbarian
3. Wizard
4. Goblin
5. Giant
6. Healer
7. Balloon
8. Dragon

10. Wall Breaker
hmm seriously? Drags and pekkas for defnese? Pekkas and drags are takes down EASILY by 10-15 archers....

Dont call any1 stupid, because you are. Healer is great for defense, yet, archers are always better... Healer heals cc troops THEN buildings...
balloons are great if the attacker uses ground troops, but if he uses archers, balloons are worst.
Hmm I gotta say, I'd prefer a healer instead a goblin, giant, or a wizard....
I would rather have 25 wall breakers defending my base than a PEKKA tbh; 25 goblins than 6 wizards.
CC troops often only act as distractions/tanks to buy time for your defenses. Enemy troops focus fire on each target one after another. Thus, vs. a group of 20 archers, a giant lasts as long as a goblin. Therefore, the higher the number of individual troop you have in CC, the better it is for defense, ie tier 1 units are the best. Not sure why, you guys are making a list based on overall DPS. :confused:
Quantity over Quality in this situation. More the merrier! archers are the best in my opinion in the CC.
Let's play a game. Everyone make a list of 10 units, ranking from personal most favorite to least favorite. Ok, now post it as "The" list of what should go into the CC. :rolleyes:

3) healers
4) barbs
5) goblins
6) giants
7) dragon

That is my list for defence. I assume that players carry at least some archers, hence the low rank of drags and balloons.
