Your idea is good, but there are some holes. There are actually many players that have quitted Clash of Clans. If their villages all go into 'quit mode' then the other majority would start mass-raiding these villages and therefore the age would become very unbalanced.
It also forces players to visit regularly just in case their villages get 'quitted'. For a game like Clash of Clans, many people like simply occasionally going on, just checking how things are going, and it will make many people uncomfortable, knowing there is a penalty if they don't go on. Many people even simply don't have the time to go on very much, and it is unfair to punish them people. And finally, why would someone want to 'quit mode' their village? This also means that some people may make alternative accounts, 'quit' them and go back to the main account and have a better chance of getting more resources?
